I saw this sign on 2 bathroom stalls when I was at Kohl's today.

Don't the people realize that whoever would use those stalls will just wait and go in another stall, thereby using the exact same amount of water that would have been used anyway?

We're in a terrible drought situation here, and I know the intention is good, but that's really not effective.
